Update of today negotiations in Copenhagen

The two strand approach to the negotiation is creating difficulties. The EU does not feel that the Kyoto Protocol goes far enough, as it does not commit all countries to the process of reducing emissions. The other Convention process (LCA) is also stalling because the most important parties will not move forward in terms of agreeing to binding target within the 25%-40% emission reduction range.

The whole negotiation process was also being held up by discussions on the way the issues are being discussed, rather than substance. G77 countries represented by Sudan – stopped the process on Saturday as they felt that the discussions were taking place without their input. Different ministers were then asked to facilitate discussions on the substance, by the Danish President of the COP15. The results of these discussions were then reported back to the Danish Presidency of the COP meeting during the whole of Tuesday night. Some colleagues only stopped the discussions at 6 this morning! Later today, the leaders will stand one and by one and present their positions.
