EU is speaking with one voice


Karl Falkenberg, Director General of the Commission gave us an update on the ongoing negotiations. The good news is that the EU is speaking with one voice, and is taking a leadership role in the discussions. The bad news is that there may not be a deal by the end of the week. On the one hand, the US, China, Canada, and Brazil are struggling to make any commitments to binding emissions reduction targets. On the other hand, developing countries do not want to scrap the Kyoto Protocol, which commit Annexe 1 countries (eg the EU and Russia), but not the US and developing countries to reduce emissions. Where does it leave us: Ministers meet tomorrow, and Presidents and Heads of States are beginning to arrive. All discussions will now be at a very high level, while the world waits to see what unfolds.
